Galveston grade raising

The open question

A 3,000-ton church lifted with jacks in a few years. How was that done with the tools of 1904?

On the record

After the 1900 storm, sand dredged from the channel was pumped under the city, raising some sections by as much as 17 ft. Over 2,100 buildings were raised, including the 3,000-ton St. Patrick's Church; about 500 blocks were raised by 1911.
